India has launched a fresh anti-dumping investigation into imports of certain stainless steel flat products from China, Indonesia and Vietnam, after domestic manufacturers complained of unfair pricing that hurt local production.
The probe, initiated by the Directorate General of Trade Remedies (DGTR) under the Commerce Ministry, will examine imports of cold rolled flat products of 300 and 400 series from the three nations. The Indian Stainless Steel Development Association (ISSDA) filed the complaint on behalf of Indian producers, alleging that these goods were being dumped at prices below normal value.
In its notification, DGTR said that it found prima facie evidence of dumping and resulting injury to Indian industry. The authority will now assess the extent and impact of dumping during the investigation period, which runs from April 2024 to March 2025.

If the findings confirm the complaint, DGTR may recommend anti-dumping duties to the Finance Ministry, which will take the final decision on imposing the levy.
This move is part of India’s wider effort to curb cheap imports and protect its steel sector from pricing distortions caused by global oversupply. DGTR is also investigating similar dumping cases involving wallpapers, borosilicate kitchen glassware and nylon products from China, as well as medical examination gloves from Malaysia and Thailand.
Earlier this year, the authority had proposed a five-year duty on cold-rolled non-oriented electrical steel from China to support local producers amid rising competition.
China, the world’s largest steelmaker, recently announced plans to cut excess capacity and restrict new steel projects between 2025 and 2026. The move is aimed at stabilising prices and addressing oversupply pressures that have triggered protectionist measures in several markets, including India.
