NHAI debars NCC, subsidiary OB Infra from tenders for 2 years from February 17OBIL had executed the project under a concession agreement dated April 27, 2006. As per the communication, NHAI has debarred OB Infrastructure Ltd (OBIL), the concessionaire, and NCC Ltd, the promoter of the concessionaire, from participating in any tender, bid or request for proposals issued by NHAI for a period of two years with effect from February 17, 2026. The order was received at 6.08 pm on the same day.
"...we hereby inform you that O B Infrastructure Limited (step-down subsidiary of the company), along with NCC Limited ("the company"), has received an Order of Debarment from the National Highway Authority of India (NHAI). As per the said order, the entities have been debarred from participating in any tender/bids/ issued by NHAI for a period of two (2) years with effect from 17th February 2026," NCC said.

The debarment restrains the entities from participating in any capacity, including concessionaire, contractor, EPC contractor, O&M contractor, O&M agency or consortium member.
The action has been issued under the Ministry of Road Transport and Highways policy in connection with the project for design, engineering, construction, development, finance, operation and maintenance of the Orai–Bhognipur section on NH-25 and the Bhognipur–Barah section on NH-2 (New NH-27) in Uttar Pradesh on a BOT (Annuity) basis.
OBIL had executed the project under a concession agreement dated April 27, 2006. The company stated that execution of the project was delayed due to the delay in handing over of land and other breaches by NHAI.

OBIL had initiated arbitration proceedings against NHAI and received a favourable award dated November 20, 2024. The award has been challenged by NHAI before the Delhi High Court, and the matter is pending.
There are additional disputes between OBIL and NHAI relating to the execution and maintenance of the project. OBIL initiated arbitration proceedings in September 2025 in respect of those disputes. NHAI initiated the debarment proceedings during the pendency of the arbitral proceedings.
OBIL has stated that the debarment order was issued after completion of the concession period without being given an opportunity to be heard and will challenge the order, according to law.
The company said there is no financial or operational impact on its existing order book or ongoing projects. Any impact on future tenders will depend on business opportunities arising during the debarment period, and no quantifiable financial impact can be ascertained at present.
