Spain is aiming to restore power nationwide "soon" after a massive blackout affecting the Iberian Peninsula brought the country to a halt on Monday, Prime Minister Pedro Sanchez said.
Interconnections with neighbouring France and Morocco have already partially restored supply, while "combined cycles and hydroelectric plants throughout the country have also been reactivated, which should allow us to recover the supply across Spain soon", Sanchez said in a televised address.
He said there was no "conclusive information" about the cause of blackout that has disrupted the lives of millions across Spain, Portugal and France.
"We still do not have conclusive information about the reasons for this outage... It's better not to speculate, we will know the causes, we do not rule out any hypothesis," Sanchez said.
The prime minister called on his country to show "responsibility and civility" to help authorities manage the sweeping power outage. Urging the population to minimise travel and telephone calls and follow information from official sources, Sanchez appealed "to citizens to cooperate with all authorities, to act with responsibility and civility".
Power went out across Spain and Portugal on Monday, halting train traffic, clogging roads and trapping people in elevators before electricity started to return to some areas after hours of disruption.
As Spain's government scrambled to find the cause of the outage, which hit at 12:30 pm (1030 GMT), ordinary people were left in the dark -- often literally -- as to what was happening.
The huge power cut disrupted flights to and from Madrid, Barcelona and Lisbon, European air traffic organisation Eurocontrol said, adding it was too early to say how many would be affected.
Southwest France was also briefly affected, but power there was quickly restored, France's high-voltage grid operator RTE said.
It added that the cause of the multi-country outage "remains to be determined".
