SEBI chief plans to add resources to strengthen legal, surveillance and investigation prowess

The Securities and Exchange Board of India (SEBI) plans to beef up its legal, surveillance and investigation prowess by adding more manpower at a time when the capital market watchdog is also focusing on reducing the case pendency, said SEBI chairman Tuhin Kanta Pandey.

“I just went through data where I found that there is very little (case pendency)… earlier there used to be a lot of cases, five-year-old cases also, they are falling within two-year bracket now,” said Pandey during an exclusive interaction with Moneycontrol.

“Investigation is all getting completed in less than two years. So, there has been a lot of improvement in terms of case delivery. We intend to further sort of add resources in our system in terms of trained manpower in order to handle those cases,” he added.

The 1987 batch IAS officer of the Odisha cadre who took charge as SEBI chairman in March further said that the regulator would continue to investigate on a much larger scale.

“We will also continue to do surveillance and supervision on a more intensive scale which means that if more cases are generated, we will also sort them out in a much quicker manner which also means that we will add resources and we will also add capacity to these resources to do it, you know, faster, better,” explained Pandey.

As of March 31, 2024, the total number of employees at SEBI was pegged at 1,067, as per the annual report of the regulatory body. During 2023-24, SEBI had successfully completed the recruitment of 25 officers in Grade A – Legal Stream.

Interestingly, a total of 176 employees or nearly 18 percent of the total staff strength has a law degree. This was pegged at 15.8 percent in FY23.

In terms of qualifications, MBA/PGDM/PGDBA account for the largest share at 34.6 percent followed by BE/BTech/ME/MTech at 18.6 percent. Employees with CA/CS/ICWA/CFA degree also form a large share at 14.5 percent.

“With around 59 per cent of its staff members in the age bracket of 21 - 40 years, SEBI is a young and dynamic organization. The average age of the staff members is around 39 years,” stated the FY24 annual report.
