Uttarakhand bans farmland sale to outsiders: Why the restriction and what the new land law says

The Governor of Uttarakhand, Lt Gen Gurmit Singh (retd), has given his approval to a new land law that restricts people from other states from buying agricultural land in most parts of Uttarakhand. The law, known as the Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Management Act, 1950) (Amendment) Bill, 2025, will now apply to 11 out of the 13 districts in the state. Only Haridwar and Udham Singh Nagar are excluded from this restriction.

Uttarakhand CM Pushkar Singh Dhami shared the news on X on Thursday evening, confirming the governor’s approval. The bill was first introduced in the state assembly on February 20 during the budget session and was passed the very next day.

The law states: "It shall extend to the whole of Uttarakhand, except areas included and to be included from time to time in any municipal corporations, nagar panchayats, nagar palikas and cantonment boards. It shall come into force immediately."

What does the new rule say?

According to the new rule, anyone from outside Uttarakhand who wants to buy land must provide an affidavit to the sub-registrar. This affidavit must state that neither the buyer nor any of their family members has purchased more than 250 square metres of land elsewhere in the state for residential purposes. If the land is not used for the approved purpose, or if it is sold or transferred without permission, strict action will be taken.

Why this law?

The state government says this law is meant to protect Uttarakhand’s natural resources, its cultural traditions, and the rights of its residents. CM Dhami said the law will stop the uncontrolled sale of farmland and orchards and reflects the sentiments of the local people.

"Additionally, for purposes such as residential, educational, hospital, hotel and industrial needs, people from other states will be able to purchase land in Uttarakhand only after going through a stringent process and meeting set standards," Dhami said.

The chief minister also stressed that the new law will help prevent any efforts to change the demographic makeup of Uttarakhand. "The implementation of strict land laws will prevent attempts to change the demographic character in the state. We express our deep gratitude to the governor for approving this land law to strengthen the state's cultural and social identity. Continuous action is being taken against those violating the provisions of the land Act. A widespread campaign is underway, and such land is being vested in the state govt," Dhami added.
